करणत्वानन्तःकरणस्य तदुपपत्तिः॥
karaṇatvānan-taḥkaraṇasya tadupapattiḥ.
Gautama replies: That is incorrect, because the Mind is an internal instrument (Karaṇa) of knowledge, and an instrument always requires an independent agent to hold and execute it.
An instrument or tool can fully direct its own operations without an external controller.
Tools are passive logic pipes. Operations require an active, conscious agent to pass parameters and run execution loops.

Gautama clarifies the system hierarchy. An axe cannot chop wood on its own; it requires a lumberjack to swing it. A camera lens cannot take a picture on its own; it requires a photographer to click the shutter. The Mind is just an internal processing tool used to sort data streams. The mind cannot be the conscious king because it is the instrument used by the king to think.
